Put stock on an issue.

Paste any public GitHub issue. Your pledge joins its pot, and the whole pot goes to the author of the merged pull request that closes it. If that doesn't happen before your lock ends, you take your pledge back.

Accepted: an issue URL, owner/repo#123 or owner/repo/123. Pull request links are refused: pledge on the issue the pull request closes.
